Substantial Damage Workshop - June 1st

NOTICE: NEW DATE
In addition to our Spring Workshop, we will have an additional training opportunity the following day, Wednesday, April 12th for a Substantial Damage Workshop. Please note, these are separate events and will need to be registered for separately. The Substantial Damage Workshop outline is as follows:

(a)         Substantial Damage Determinations. (4.5 hours)

1. The NFIP requirements for substantial damage determinations.
2. The responsibilities of the floodplain administrator (or building official) for making substantial damage determinations in accordance with their local ordinance.
3. Discussion of the NFIP’s overall objective for the substantial damage requirements.
4. Overview of the substantial damage process and how FEMA’s Substantial Damage Estimator Tool can be used for residential and non-residential structures.
5. Walk through the steps for post-disaster planning/preparations, coordinating resources and logistics, conducting field inspections, assessing characteristics of structures, evaluating damages, SDE data entry, collecting and recording SDE data, and post-determination activities as explained in the FEMA P-783’s Substantial Damage Estimator Field Workbook (Sections 6 – 11 of FEMA P-783).
6. How to generate reports to be used for permitting purposes and for use with the NFIP’s Increased Cost of Compliance (ICC) claims.
7. How to notify the property owner (residential or non-residential) of the final determination.
8. A real life example of the process of conducting substantial damage inspections/ assessments, inputting the data into the SDE Tool, generating the determination reports, and notifying the property owner of the determination.

(b)        Discussion about the development and implementation of a Local Substantial Damage Plan. (15 minutes)

(c)         How to Utilize FEMA’s Public Assistance, Disaster Response and Recovery Act’s (DRRA) Section 1206 to support substantial damage determinations and other floodplain management duties in post-disaster. (30 minutes)

(d)        Options to consider for implementing a statewide mutual aid agreement. (15 minutes)

(e)        How to use Preliminary Damage Assessments to support substantial damage determinations. (30 minutes)

(f)          Discussion of ways FEMA can share data with States and communities including damage assessment data that is collected during post-disaster response and recovery that is considered Personally Identifiable Information (PII) (which has restrictions on distribution). (30 minutes)
