STATE PROPERTY FLOODPLAIN MANAGEMENT PROGRAM SUPPORT
ABOUT THE JOB
The primary role for this position is to assist the State NFIP Coordinator (NFIP SC) with performing oversight of the State Property Floodplain Administrator’s Office (State FPA) located in the Department of Insurance, Office of Risk & Resilience. In this role, the engineering specialist will:
- Assist the NFIP SC in coordinating with the State FPA in establishing a new floodplain management program for State property;
- Review floodplain development compliance assessments of existing State property that will be prepared by others working for the State FPA;
- Perform program assessments of the State FPA and the State agencies that review and approve construction plans for development of State property in regulated floodplains;
- Provide technical support to the State FPA and other State agencies to assist them with understanding their roles and responsibilities for development in flood hazard areas;
- Utilize existing and newly developed educational and outreach materials (fact sheets, newsletter articles, technical presentations, and one-on-one training) to assist State FPA and agencies.
The secondary role for this engineering specialist will be to assist the NFIP SC in providing NFIP support and compliance assessments for Alabama NFIP communities. This will include:
- Initially begin training to learn the NFIP requirements for floodplain development, how to conduct community compliance assessments/audits and how to effectively review flood damage prevention ordinances;
- Providing technical assistance by phone and email to community officials, citizens inquiring about floodplain development and flood insurance issues, builders and developers developing property located in flood inundation zones, insurance agents about clients’ flood insurance policies, and engineers and surveyors inquiring about compliant construction to reduce flood risks;
- Maintaining and updating FEMA’s online Community Information System records for community assessments/audits and technical assistance contacts.
This position will require the abilities of working independently, coordinating and communicating well with the program manager and with other State agencies’ staff, and traveling throughout the state. The engineering specialist will also need to become proficient with:
- FEMA guidelines and industry resources for floodplain management, flood insurance requirements, floodplain development, reading flood hazard maps, and flood risk reduction strategies;
- ability to conduct technical presentations for conferences and workshops;
- prepare accurate and thorough reports of agency/community assessments;
- ·verbally explain technical concepts; and
- assist in the preparation of flood risk management fact sheets and newsletter articles.
The position requires good interpersonal and communication skills with very diverse groups of people and 30% travel.
